Consolidated Rental Car Facility (ConRAC) at Austin-Bergstrom International Airport (AUS)
When the City of Austin signed a development agreement with rental car companies at Austin-Bergstrom International Airport to develop a public-private partnership (P3) project, the city hired PGAL as the expert advisory consultant, providing expertise, experience, and benchmarking services to guide the planning process for the new 3,000-car mixed-use public parking garage.
During the preliminary design phase, PGAL safeguarded the city’s interests by reviewing, analyzing, and making recommendations on all facets of the developer’s proposals for planning, programming, design, financing, business lease and concession agreements, construction, and operations of the new facility.
Early in the process, PGAL performed an extensive parking utilization study to determine the appropriate mix, location, and pricing for ABIA’s public parking component. Acting as an extension of the city’s staff, PGAL identified and quantified potential issues to make informed decisions throughout the development project.
In the design and construction phase, PGAL reviewed documentation and observed construction for accuracy and quality to ensure that every project stakeholder’s needs were met — most importantly the Austin-Bergstrom customer.
